29 April 2025 – DG ISPR Press Brief Exposes on Cross-Border Terror Network

ISLAMABAD: In a high-stakes press briefing, the Director General of the Inter-Services Public Relations (DG ISPR) unveiled irrefutable evidence of India’s direct involvement in executing and sponsoring cross-border terrorism inside Pakistan. The briefing focused on the operational structure of a captured terror network and highlighted India’s use of its own serving military personnel to plan, fund, and execute terror attacks across Pakistan — from Balochistan to Lahore.

Indian Army Personnel Directly Involved in Terror Financing and Planning

DG ISPR disclosed that on April 25, Pakistani authorities apprehended an Indian-trained and Indian-sponsored terrorist named Abdul Majeed near Jhelum Bus Stand, recovering a 2.5 kg IED, two mobile phones, and cash from his possession. Further investigations led to the seizure of a military-grade drone from his residence along with INR 100,000 in cash.

Through forensic analysis and communication intercepts, it was revealed that Majeed was handled directly by Indian military officers, including a serving Junior Commissioned Officer (JCO) Subedar Sukhvinder, and coordinated by Major Sandeep Verma, a serving officer in the Indian Army. Audio and text messages between these operatives and Majeed were presented during the briefing, confirming the operational details of multiple attacks.

Operational Chain: Drone Deliveries, IED Placement, and Cash Transfers

The captured terrorist operated a cell that used drones to deliver explosive devices inside Pakistan. Training videos were shared via encrypted messages, instructing operatives on assembling and placing magnetic IEDs in public locations. These attacks were planned for maximum civilian casualties and media impact.

One intercepted message from the Indian handler instructed Majeed to “target a busy bus stand for better media coverage.” The objective was clear: to destabilize Pakistan’s internal security and create a perception of chaos.

Payment trails were also traced. Transactions were made in small amounts through different accounts to avoid detection, with Majeed receiving Rs. 180,000 to Rs. 656,000 for various successful attacks. These payments were sent in phases, and DG ISPR emphasized how these were designed to bypass Pakistani cyber and financial monitoring units.

Timeline of Attacks: From September to March

DG ISPR detailed four major terror incidents directly linked to Majeed:

  1. September 24, 2024 – Majeed retrieved an IED from a dead drop near Barnala, placed under instructions from Subedar Sukhvinder.
  2. October 13, 2024 – He detonated that IED on a military vehicle in Bagh, injuring several Pakistani soldiers.
  3. November 30, 2024 – Another IED attack targeted a military convoy near Jalalpur Jattan, causing four fatalities.
  4. March 18, 2025 – Majeed was sent to retrieve another device in Kotli but failed due to nearby security presence. The IED was later recovered by civilians.

These attacks were not only funded and directed from across the border but were also synchronized with India’s domestic media narrative, claiming the Indian Army had thwarted terror attempts in occupied Kashmir — a deliberate misdirection to mask their own offensive operations.

Terrorist Training, Execution, and State Media Support

One of the most chilling revelations was how India’s military handlers trained operatives via online methods, using video instructions to teach bomb assembly and deployment techniques. DG ISPR displayed audio and video clips showing detailed briefings given to Majeed, instructing him to cause mass casualties for maximum propaganda gain.

The Indian media’s role in amplifying these narratives was also highlighted. DG ISPR noted how state-controlled outlets used these attacks to portray Pakistan as unstable, aligning media messaging with the operational goals of cross-border terrorism.

From Balochistan to Lahore: Terror by Design

“This is not random violence,” DG ISPR stated. “This is a state-sponsored campaign of terrorism, targeting military personnel, infrastructure, and civilians alike — stretching from Balochistan to Lahore.” He emphasized that this exposed cell is only one part of a larger Indian intelligence operation intended to disrupt Pakistan internally.

Referring to the Pahalgam incident and India’s subsequent baseless allegations against Pakistan, DG ISPR countered by saying: “They have provided no evidence against us. But today, we have laid out undeniable, actionable proof of India’s terrorism.”

Pakistan’s Security Forces Foil Major Plot, Nation Stands United

The press briefing concluded by saluting the role of Pakistan’s law enforcement, intelligence community, and armed forces, who neutralized this major threat before it could escalate further. DG ISPR reaffirmed that Pakistan stands resilient, unshaken by such attacks.

“Our security forces, our agencies, and most importantly, our people — they stare these threats in the eye every day. That’s why we can confidently say that nothing can undo Pakistan. Nothing will undo Pakistan.
