The Chief of the Naval Staff (CNS) of the Pakistan Navy is Admiral Naveed Ashraf, NI(M). He is the highest-ranking officer in the service. In October 2023, he assumed the position of the 23rd Chief. He is in charge of all naval forces in this four-star position. He also advises the Government on maritime defense. Admiral Ashraf manages the operational preparedness of the Navy during the current conflict of 2025. He commands naval missile forces. His mandate is to ensure the safety of the sea lines of communication of Pakistan.

Educational Background & Training

Admiral Ashraf is a Pakistan naval leader who is highly educated. He is a graduate of the Pakistan Naval Academy. He also studied at the Pakistan Naval War College. He took the staff and command courses at the National Defence University in Pakistan. He also studied at the U.S. Naval War College. He studied at the Royal College of Defence Studies in the UK. It is the international training that has provided him with in-depth knowledge of the joint and naval warfare doctrine.

Career Progression

In 1989, Admiral Ashraf joined the Pakistan Navy. He acquired command experience gradually. He has over 10 years of experience in various operational units. These include serving as the commanding officer of a gunboat, a mine hunter, and three destroyers. He was the commander of the 18th and 25th Destroyer Squadrons. He served as Commander Pakistan Fleet in 2020. He served as Chief of Staff of the Fleet and served in various posts of Deputy Chief of Naval Staff, such as Operations, Training & Personnel, and Administration. He was promoted to Rear Admiral in October 2017. He also joined the ranks of Vice Admiral in September 2021.

The Pakistan Navy spokesperson announced that Naveed Ashraf was promoted to Admiral on Saturday. A change of command ceremony was scheduled at Naval Headquarters in Islamabad, the same day. Vice Admiral Ashraf, who was serving as Chief of Staff at Naval Headquarters, brings extensive experience. He has held key command and staff roles throughout his career. He was appointed CNS on the basis of his extensive command and staff experience.
