Chief of the Naval Staff Admiral Naveed Ashraf, NI, NI (M), T Bt, visited the Pakistan Navy War College in Lahore today to formally address the graduating officers and participants of the prestigious 55th Pakistan Navy (PN) Staff Course.
In a wide-ranging address focusing on geopolitical realignments and military transformation, the Naval Chief stressed that winning future conflicts demands an immediate re-evaluation of legacy warfighting concepts. He emphasized that the cornerstone of a modern deterrent lies in building and sustaining an intellectually astute and technologically proficient military workforce capable of operating under highly volatile conditions.

Shifting Paradigms: Navigating Fluidity in the Indian Ocean Region
Addressing the current maritime security landscape, Admiral Naveed Ashraf pointed out that the Indian Ocean Region (IOR) remains heavily contested and fluid. He highlighted how rapid geopolitical power rivalries and shifting regional alignments are actively altering Pakistan’s maritime security calculations.
The Naval Chief noted that the contemporary threat landscape has evolved far beyond traditional naval standoffs, requiring a comprehensive approach to handle both conventional and non-conventional security threats simultaneously.

To position the Pakistan Navy as a formidable regional maritime power, the Admiral outlined several structural initiatives and development plans currently being executed under his long-term strategic vision. He urged the course participants to continually refine their operational foresight and analytical rigor around three foundational tracks:

Furthermore, Admiral Ashraf stated that the clever execution of multi-domain operations—merging electronic warfare, cyber defense, and conventional kinetic capabilities—is now the defining benchmark of contemporary combat readiness.

In his concluding remarks, the Chief of the Naval Staff formally congratulated the domestic and international military officers on their successful completion of the highly demanding PN Staff Course.
