In a landmark decision marking the most sweeping restructuring of the military command since the 1970s, the Ministry of Defence (MoD) on Friday officially notified Field Marshal Syed Asim Munir as the country’s first Chief of Defence Forces (CDF), concurrently holding the office of the Chief of Army Staff (COAS).
The appointment, approved by President Asif Ali Zardari on the advice of Prime Minister Shehbaz Sharif, establishes a unified command structure by consolidating operational, administrative, and strategic authority under the single CDF office.

Constitutional and Legislative Overhaul
The official notification confirms Field Marshal Munir’s tenure as COAS and CDF for a period of five years, commencing from the date of the notification.
This dual appointment is enabled by the 27th Amendment to Article 243 of the Constitution and subsequent amendments to the Pakistan Army Act (PAA) of 1952. The revised legal framework mandates that the COAS will concurrently serve as the CDF. Crucially, the amendments abolished the office of the Chairman Joint Chiefs of Staff Committee (CJCSC), effectively dismantling the tri-service coordination system in place since 1976 and transferring joint command integration directly to the CDF.
The amendments also clarified the tenure: the five-year term for the COAS-plus-CDF is deemed to have recommenced from the date of the notification. This legal space also allows for the possibility of future reappointments or extensions up to five years, potentially allowing the incumbent to serve until December 2035.

Air Chief’s Tenure Extended
In a separate notification, the MoD announced the extension of Air Chief Marshal Zaheer Ahmed Baber Sidhu’s tenure as Chief of the Air Staff (CAS) for two years, effective from March 19, 2026. This extension will keep the CAS in office until March 2028, upon completion of his current five-year term next year.

Prime Minister Shehbaz Sharif, Defence Minister Khawaja Asif, and Information Minister Attaullah Tarar congratulated the military leadership on the appointments.
- PM Shehbaz Sharif lauded Field Marshal Munir’s “historic” and “courageous leadership” in wartime, stating that the appointment “unified the armed forces, galvanised the entire nation and secured a historic victory.” He also praised Air Chief Marshal Baber for reinforcing Pakistan’s air superiority.
- Information Minister Attaullah Tarar stressed the strategic implications of the change, arguing that Pakistan’s defence has “strengthened” and that the “enemy will now be worried that Pakistan has established a unified command for all forces by making structural changes.” He also dismissed previous speculation surrounding the delay in the notification.
New Organogram to Define CDF Functions
Law Minister Azam Nazeer Tarar confirmed that the Defence Ministry is actively finalizing a new organogram to define the operational functions of the CDF office, including multi-domain integration, restructuring, and enhancing jointness across the services. This organogram will formally lay out the command flows between the CDF, the service chiefs, and the newly established strategic command.
