The State of the Ummah, and the “Law of the Jungle”
In a candid assessment of global geopolitics, the Field Marshal lamented the targeted destabilization of the Muslim world over the last two decades. He observed that several “magnificent Muslim countries” have fallen victim to external conspiracies.
“Today, in the modern world, there is no rule of law. It is the law of the jungle where ‘might is right.’ We must gather as much power as possible to strike terror in the hearts of those who are the enemies of Allah and our enemies.”
He further emphasized that the loss of global standing in the Muslim world is directly linked to the loss of knowledge, reminding the audience that the command of Iqra (Read) was the foundation of Islamic strength.
Defense Cooperation and Technological Sovereignty
Highlighting Pakistan’s journey toward self-reliance, the Field Marshal shared that 90% of Pakistan’s military capability is now based on indigenous technology. He noted that this technology has been battle-tested against some of the world’s most advanced weapon systems.
“Every piece of equipment and technology which is there with Pakistan is available for our brothers… at your doorstep.”
This offer of support follows the recent finalization of a major defense deal between Pakistan and Libya, which includes the provision of advanced tactical equipment, training modules, and maintenance support for Libya’s security infrastructure. The deal marks a transition from simple procurement to a deep-seated strategic partnership.

The “Who Dares, Wins” Doctrine
Paying tribute to the resilience of the Libyan leadership and the legacy of Omar Mukhtar, the “Lion of the Desert,” Field Marshal Munir praised those who refuse to bow to “evil forces.”
“Who dares, wins; and who doesn’t dare cannot win. Make your armed forces as strong as possible because armed forces guarantee the existence of countries.”
Drawing a vivid maritime analogy, he described the armed forces as the “hull of a ship,” noting that no matter how precious the cargo of a nation may be, it cannot survive the “predatory storms of the open sea” without a reinforced and sturdy hull.
Economic and Historic Revival
The Field Marshal expressed a firm desire to restore bilateral relations to the peak seen in the 1960s. Beyond defense, he proposed immediate cooperation in:
- Strategic Mining and Minerals
- Infrastructure and Construction
- Joint Ventures between Pakistani and Libyan enterprises.
The visit concluded with a reaffirmed commitment to the “Pakistan-Libya Brotherhood,” with both nations pledging to stand as a unified front against contemporary security challenges and economic instability.
